E-Filing a New Civil Case

A. Introduction

This document will guide you through the process of opening a civil case in ECF, docketing the
complaint or other initiating document, paying the filing fee (if applicable) through Pay.gov, and
service of process. It also explains that a judge will been assigned to your case after you have
successfully opened your new civil case and filed your complaint and, when applicable, issuance
of electronic summons for service of process.
