CMECF and PACER service will be unavailable from Friday, May 19th at 5:00 PM through Monday, May 22nd at 8:30 AM. The local Louisiana Eastern CMECF and PACER servers will be shut down for required maintenance beginning promptly at 5:00 PM on Friday, May 19th. This means there will be NO access to file or view case information during this time. Please complete any case filings before 5:00 PM on Friday. FOR EMERGENCY FILINGS ONLY, a temporary email box will be set-up while the system is unavailable. The email address to be used ONLY for this purpose is: TempEmerFiling@laed.uscourts.gov PLEASE NOTE: Only PDF documents should be emailed This email address will only be operational during the shutdown and will not be monitored or available for use afterwards Any documents not considered an emergency or sufficient for filing purposes will be returned to the attorney to file in CMECF once it is available on Monday Once the system is available and maintenance complete, applicable notice will be provided by e-mail and on our website Thank you for your understanding and cooperation.

(1st Reminder - 2/13/17; 2nd Reminder - 2/22/17) Pursuant to Local Civil Rule 83.2.2(D), every attorney admitted to practice before the Eastern District of Louisiana must pay an annual fee which is collected every third year. Commencing January 1, 2017, the Court began collection of triennial dues of $45.00 ($15.00 per year for 2017, 2018 and 2019) from all attorneys admitted to this Court's bar. All attorneys admitted to the bar of this Court will be required to pay their triennial attorney's dues electronically through their ECF account no later than March 1, 2017. Instructions on electronic payment of dues will be displayed when the attorney logs into CM/ECF using his or her ECF account. Pursuant to Local Civil Rule 83.2.2 (D), any attorney who fails to pay the $45.00 triennial dues on-line will be summarily suspended after notice has been provided to the attorney's last registered address at least 35 days prior to the suspension. No further notice of triennial dues collection will be provided to attorneys who are currently suspended for failing to pay triennial dues in 2014. Any attorney suspended pursuant to Local Rule 83.2.2 (D)(2) may be reinstated upon payment of triennial dues.

Collection of the Eastern District of Louisiana's (LAED) triennial dues will begin on January 1, 2017, and must be paid not later than March 1, 2017. Members of the LAED bar will be required to pay their dues electronically through their Electronic Case filing (ECF) account. Attorneys will be charged a rate of $15.00 per year for a total of $45.00 since the dues are collected only once every three years. Pursuant to Local Civil Rule 83.2.2 (D), any attorney who fails to pay the $45.00 triennial dues online will be summarily suspended after notice has been provided to the attorney's last registered address at least 35 days prior to the suspension. No further notice of triennial dues collection will be provided to attorneys who are currently suspended for failing to pay triennial dues in 2014. Any attorney suspended pursuant to Local Rule 83.2.2 (D)(2) may be reinstated upon payment of triennial dues.

Please be aware that the fee schedule for the U. S. District Court for the Eastern District of Louisiana has been updated to reflect increases approved by the Judicial Conference in September of 2016. The new fees are effective December 1, 2016. Pilot Began July 1, 2014 – Permanent Status Approved October 5, 2016 If you are interested in volunteering for the Civil Pro Bono Counsel Panel, please contact Emmy Schroeter by e-mail or at 504-589-7585. The Eastern District of Louisiana created a Civil Pro Bono Program on July 1, 2014. Given its success, the program has been made permanent as of October 5, 2016.  When the Court has an eligible case requiring civil pro bono counsel, a member of an established Civil Pro Bono Counsel Panel will be appointed to the case. The goal is to furnish pro bono service to eligible litigants who request counsel but lack the financial resources to hire a lawyer.  Full Page View

Notice of Proposed Amendments to 5TH CIRCUIT RULES 26, 28, 29, 31 and 32. Pursuant to 28 U.S.C. § 2071, the 5th Circuit gives notice the circuit court is considering amending 5TH CIR. R. 26, 28, 29, 31 and 32 as shown in the document linked above. Additionally, the circuit court is studying possible changes with respect to new word count limitations in the December 1, 2016 amendments to FRAP Rules 5, 21, 27, 28.1, 32, 35 and 40.
