  ORDER AND REASONS Before the Court is the Motion for New Trial (Rec. Doc. 963) originally urged by defendant Arthur Kaufman, and joined in by the other defendants in this matter who were tried and convicted in 2011 (hereinafter referred to as "Defendants" or "the defendants). The government opposes this motion. (Rec. Doc. 1007.) The Court heard oral argument on the defendants' motion on June 13, 2012 (Rec. Doc. 1020). A detailed recounting of subsequent events is set forth in this Court's Order and Reasons dated November 26,2012 (Rec. Doc. 1070). As an expected result of that Order, the Court is in receipt of additional information to which it was not privy at the time of its last Order. On April 3, 2013, the Judges of this Court voted unanimously to consolidate the United States Probation Office and the U. S. Pretrial Services Office for the Eastern District of Louisiana. The office will now be known as the United States Probation Office for the Eastern District of Louisiana. On July 10, 2013, the en banc court selected Kito J. Bess to serve as Chief of the consolidated office. Full Page View

Notice is hereby given that the court, pursuant to 28 U.S.C. § 2071 and Federal Rule of Appellate Procedure 47, proposes an amendment to Fifth Cir. R. 28.2.2. The current rule requires parties to cite to the record on appeal but does not prescribe the format for such citation. A standardized citation format for single record and multiple record cases will aid both parties and the court. The court also proposes this change consistent with Fifth Cir. R. 25.2.15, to incorporate changes in technology. Full Page View

Pursuant to a vote of the court en banc; United States Magistrate Judge Joseph C. Wilkinson, Jr. is hereby designated Chief Magistrate Judge for the Eastern District of Louisiana for a term of four (4) years. Magistrate Judge Wilkinson is directed to meet with his colleagues on a regular basis and to act as a liaison between the magistrate judges and the court. This appointment is effective immediately.
